You're in sec. 4 right? I don't think anyone has explored all of it if that's the quest you want to complete. You'll have to join a clan that has explored all of a certain sector and then build a village in that sector. I missed out on that quest when I was in Bonkers clan as I am in sec. 4 also. Gutted.

wooh do what i do keep all settlements together im all in sector 1, erm and 2, possibly 6 maybe 4 and a bit of 5 err not sounding very alltogether now hmmm
