as shown above says at stage 11 can buy carts. is it not added yet? wasnt sure since im not able to make any still

I was just about to post a similar question - I read in the guide that you have to have a trading post at stage 8 (plus a stables, I have both) to build carts, but I can't seem to build them. One of the quests seems to suggest likewise, but I've had no joy - I've tried clicking on both the trading post and the stable (as well as other buildings) and I still can't build carts.

Could anyone confirm if it is a stage 11 market you need and if there are any other conditions/building levels to be met?
